    Introduction

There is an access regulation scheme in Rome called tour bus system.
It divides the Rome ZTL in three parts. For each part apply different charges:

  • ZTL 1: Western part of Rome center including Aurelian walls and Vatican area and
  • ZTL 2: between G.R.A. (Grande Raccordo Anulare) and ZTL 1
  • Vatican Area

There is also a Low Emission Zone in Rome and an access regulation Rome - AR.

There is also the possibility of emergency measures on days with extreme pollution, particularly in the winter. Options include banning alternating number plates, or a ban all vehicles. Notification is by the local press.


The minimum Euro standard for tourist busses is Euro 2 with particulate filter, Euro 3 with particulate filter and Euro 4 or later.

From January 2019 the minimum standard for tourist busses is Euro 3 with particulate filter and Euro 4 or later.

From January 2021 the minimum Euro standard is Euro 4 with particulate filter.

If a coach (tourist bus) wants to enter Rome, a daily pass has to be bought. The coach pass system for Rome is very complex and the price depends on

  • the duration of the stay
  • which ZTL is entered
  • how long the stops are

There is a discount of 50% for electric and LPG and methan powered coaches.

    Costs

Permits for ZTL1 and / or ZTL2 : for the day or a year:

  • A for the day or a year: circulation and stopping (15 minutes, 2 hours, long) in ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • B for the day or a year:  circulation and stopping (15 minutes, 2 hours, long) in ZTL 1 and ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • G for the day great events: circulation ZTL 2; stopping in ZTL 2 in long term parking or authorized areas

Permit for Vatican Area (only Wednesday, Sunday and special events). There is only a limited number of permits available, either valid from morning to 13:30 or 13:30 until evening. Each permit is associated with a parking lot and areas where you can drop off or pick up.

  • A1 for the day: stop at Aurelia parking lot; no drop off or pick up in the Vatican area included; passengers can get to Vatican by train FL5; circulation and stopping (15 minutes, 2 hours, long) in ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • B1 for the day: stop at Olimpico Farnesina and Olimpico Tor di Quinto parking lot and drop off and pick up at Piazza dei Tribunali, Viale Vaticano, Viale dei  Bastioni  di  Michelangelo (only drop off) and Viale Giulio Cesare; circulation and stopping (15 minutes, 2 hours, long) in ZTL 1 and ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • B2 for the day: short stop M.L.King - Villa Pamphili and drop off and pick up at Terminal Gianicolo; circulation and stopping (15 minutes, 2 hours, long) in ZTL 1 and ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • B3 for the day: short stop at Largo Cardinal Clemente Micara  and drop off and pick up at  Gregorio VII/ largo Cardinal Micara and Terminal Gianicolo; circulation and stopping (15 minutes, 2 hours, long) in ZTL 1 and ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…
  • B4 for the day: stop and drop off and pick up at Terminal Gianicolo; circulation and stopping (15 minutes, 2 hours, long) in ZTL 1 and ZTL 2 allowed; picking up/ dropping off passengers at hotels, restaurants, accomodations, museums…

In January, February and August permit cost is reduced by 20% for daily permits.

Vehicles for the transport of disabled: 10% reduction.

Electric vehicles, LPG and methan get a 50% discount.

If a permit for morning and afternoon is bought, the afternoon one will be reduced by 20% in cost.

No reductions for Permit G.

Euro 2 and Euro 3 with filter have to pay 60% more!

    Enforcement
Camera enforced and 'Roma Servizi per la Mobilità' is carrying out random checks on the tour busses coming to Rome.
Remember that for a counterfeit permit, in addition to a fine, they shall provide simultaneous notification to the Legal Authorities. All the information about sanctions and enforcement activities.

    Penalty
The fine for entering without valid permit is 500€. Further suspensions are possible.
