Introduction

Budapest regulates access to different parts of the city.

There are 11 protected zones and 15 restricted zones in Budapest.
Protected zones are historical sites or recreational green sites with no vehicular traffic at all.
Restricted zones are certain parts of the city, where heavy duty vehicles need an entry permit to enter, the cost of which is based on their total weight and vehicle emissions.

There is also the possibility of a smog alert in times of high pollution events. See below.

Dates and details for smog alert:
In times of high pollution events a smog alert can be activated.
Cars that don't meet the minimum standard Euro 5 are not allowed to circulate between 06:00 and 22:00.
During the smog alert the owners of the banned vehicles can use public transport for free. They should be prepared to show their car documents.
The motorway 0 is exempted from the ban.

Vehicles affected in smog alert:
All vehicles with Euro 0, 1, 2, 3 and 4.

The costs in the restricted zone depends on weight and emissions, and range from 51.000 to 800.000 Hungarian Forint (170 - 2700€) per year.

Road Sign
The first three road signs are for the different sized vehicles that are regulated in the protected zones. The fourth sign indicates the end of the restricted zone.

Need to Register?
Yes, in the online TOBI system. (Registration available in English.)
An entry permit application form may be submitted online after a previous registration (personally, via fax or via e-mail). The Budapest Mayor's Office makes decision on the submitted applications, and then the entry permits are issued by the customer service centre within 48 hours of the submission.

The penalty for non-payment is 30.000 Forint (ca. 97€) is due for non-compliance for both schemes.

  • Discount during night time:

50% discount if the vehicles enter the zone between 20:00 – 06:00

  • Discount for combined zones:

If the vehicle enters two or more 12 tonnes restricted zones:

10% if two neighbouring 12 tonnes restricted zones are included

15% if three neighbouring 12 tonnes restricted zones are included

20% if four or more neighbouring 12 tonnes restricted zones are included

  • Discounts for companies with business premises in Budapest:

10% if the company has a business premises or a loading depo in Budapest for more than 24 months

  • Discounts for micro and small enterprises in Budapest

20% if the company has a business premises or a loading depo in Budapest for more than 24 months

  • Discount for the members of the freighter trader body:

10% discount for the members of the freight trade body, where the trade body is contracted with the BKK.

Discounts may be combined, but can’t be more than 80%

 

 

Special permits in the protected zones

  • Freight permit = Áruszállítási behajtási-várakozási hozzájárulás:

Who can apply? Freight vehicles in case of regular shipment in the protected zones

The permit is valid for entrance and 20 min parking between 18 – 10. A loading dial (a paper dial where you set the starting time of your parking) shall be applied to sign the starting time of the parking by being placed behind the front windscreen of the transport vehicle in a well visible way. The dial mustn’t be modified without leaving the protected zone.

  • Freight permit for public benefit = Közhasznú áruszállítási behajtási-várakozási hozzájárulás

Who can apply? Vehicles, that carry perishable food

The permit is valid for entrance and 20 min parking between 18 – 10 and 13 – 15. A loading dial (a paper dial where you set the starting time of your parking) shall be applied to sign the starting time of the parking by being placed behind the front windscreen of the transport vehicle in a well visible way. The dial mustn’t be modified without leaving the protected zone.

  • Company permit = Gazdálkodói behajtási–várakozási hozzájárulás

Who can apply?: Those company, that has its own parking place in the protected zone, but outside the public area or has an exclusive parking place in the protected zone on public area. Cars, motorbikes, mopeds,freight vehicles below 3,5t can apply.

The permit is valid to enter the protected zone in order to reach the parking site.

  • Service permit = Szervizszolgáltatási behajtási–várakozási hozzájárulás

Who can apply?: Vehicles that offer repair services

The permit is valid for entrance and 60 min parking between 18 – 12. A loading dial (a paper dial where you set the starting time of your parking) shall be applied to sign the starting time of the parking by being placed behind the front windscreen of the transport vehicle in a well visible way. The dial mustn’t be modified without leaving the protected zone.

  • One- time permit = Eseti behajtási–várakozási hozzájárulás

Who can apply? No restriction

Entrance and parking without time restriction during the validity period

  • Sport permit = Sportszervezeti behajtási–várakozási hozzájárulás

Who can apply? Sport clubs who have premises on the Margaret Island or who has valid contract with any sport establishment on the Margaret Island. The applicants should pay for the permit and need to prove that either the vehicle tax was payed or the vehicle is tax-exempt. Cars, motorbikes, mopeds,freight vehicles below 3,5t and buses can apply.

Entrance and parking is allowed without time restriction during the validity period.

  • Special permits in the Buda Castle Area: no freight or service permit over 12t. One can apply for residential and one-time permit for less than 12t vehicles only with detailed route-plan.
