    Introduction

Madrid has various schemes in place:


Madrid is one of 4 cities that have stated they wish to remove diesel vehicles from the city. As part of this, the city plans to increase the numbers of access restrictions for private cars.

An extension and a legal remodeling of the APRs is expected for June 2018. The Grand Via is planned to be car-free by summer 2019.
There is also a plan to have a zero emission zone by 2025. It may be a traffic-free area. More details will be here when they are available.


The access regulation in Madrid currently consists of four priority areas for residents called A.P.R. (Áreas de Prioridad Residencial):

  • APR Letras
  • APR Cortes 
  • APR Embajadores
  • APR Ópera

In general, residents and electric vehicles (including zero emission tourist buses) are allowed access.

Motorcycles and deliveries are allowed at certain times, see below.


Electric vehicles with the Spanish null emission sticker (see National scheme for more information) are allowed in at all times.
This includes electric tourist coaches.

All vehicles, except residents and electric vehicles.

Yes, are affected.


Residents and electric vehicles are always allowed in. Most other vehicles are not allowed in the areas described.

Motorcycles are allowed to enter the APRs without authorisation from 07:00 - 22:00.

Vehicle owners that want to do loading and unloading in the APRs have to request an access authorisation for their vehicle.

The loading and unloading times in the APRs depend on the technology of the vehicle:

  •  electric vehicles, CNG, LPG and hybrids can enter the APRs from 08:00 - 15:00
  • petrol and diesel vehicles can enter from 08:00 - 13:00

The fine is 90€.

There is no national scheme for the limited traffic zone, however there is a national scheme for the stickers, which give access to the zone for electric vehicles.

Spain now has four emission stickers.The cities can use them also for incentives or bans of certain vehicles.  

Putting the sticker on your windshild is voluntary - as the scheme is camera enforced.

    Exemptions

The following are exempted from the access regulation, but need to be registered with the SER:

  • residents
  • carsharing vehicles 
  • electric vehicles (Spanish zero emission sticker required)
  • PHEV (Spanish zero emission sticker required)
  • E-REV (Spanish zero emission sticker required)
  • fuel cell vehicles (Spanish zero emission sticker required)
  • zero emission tour buses (Spanish zero emission sticker required)

The following are exempted from the access regulation and don't have to be registred with SER:

  • bicycles
  • motorbikes from 07:00 - 22:00 (outside this time frame authorisation is needed)
  • public transport
  • taxis
  • vehicles parking in a car park located in the APR
  • public services
  • refuse collection
